What will be the cost of newspaper (Deccan Herald) for the month of February?

The news paper boy took Rs 140/- for the month of February 12. Actual cost works out only Rs. 109/-. From March 12 onward the single copy of Deccan Herald will cost Rs 4.00. But even with the cost increase the March bill would be just Rs.128/-.

After a discussion with him I saved Rs.20/- per month. The delivery charges to be given to him?
